Idaho’s Mobility and Access Pathways (IMAP)
Sponsor: Idaho Transportation Department
Status: Ongoing

Idaho’s Mobility and Access Pathways (IMAP) signifies the emergence of a new model for public transportation that places an emphasis on the concept of coordinated mobility. Coordinated mobility focuses on moving people, rather than the traditional notions of moving vehicles or other transportation modes. IMAP is driven by local communities made up of individual citizens, advocacy groups, transportation providers, human service agencies, and local leaders. These coordinating efforts are intended to shape decisions for public transportation and mobility services in each community.

 

Kuna Downtown Corridor Plan
Sponsor: Ada County Highway District
Status: Ongoing

Purpose of the study is to:

  • Define the current and desired function of Kuna’s downtown transportation and access for all modes of travel – vehicles, bicycles, pedestrians, transit, trucks.
  • Evaluate existing and future vehicular, pedestrian, bicycle and agricultural truck patterns, circulation and operations for downtown.
  • Identify desired Downtown parking operations
  • Identify Downtown access management strategies
  • Help ACHD and the City determine Downtown improvement projects and priorities
  • Determine where improvements are needed along the Avalon Street /Main Street / Bridge Street corridor between School Road and Kay Avenue.
  • Near the end of the study, conceptual design work will begin on one of the following projects, while the others will be programmed for coming years:
    • Avalon Street between Orchard Avenue and Linder Avenue
    • Avalon Street/Swan Falls Road intersection
    • Linder Avenue/Main Street/3rd Street intersection
    • Bridge Avenue/Avenue D/ and Main/3rd intersection
    • Avalon Street/Bridge Avenue/Shortline Street intersection

Plan will recommend improvements and programming strategies thru year 2035.

 

Kuna-Mora Road Corridor Study – Phase 2, McDermott Road to East of Eagle Road
Sponsor: Ada County Highway District
Status: Project has been put on hold

Study will look specifically at the 8-mile segment of Kuna-Mora Road from the Canyon County line east to Eagle Road. Phase II will evaluate potential alignment options for this segment of the roadway. A preferred alignment will ultimately be established for the 8-mile segment. The Phase II study process will: 1) Seek public participation and input, 2) Utilize agency coordination (i.e. Between ACHD and City of Kuna, Ada County, Boise City, Nampa Highway Department, Canyon County, ITD, Idaho Department of Lands, City of Nampa, Idaho DEQ, etc.), 3) Work to minimize impacts to existing residences, cultural and topographic elements, 4) Use Phase I study recommendations in evaluating alignment options.

 

Lake Hazel Extension/Gowen Road Relocation
Sponsors: Ada County Highway District and the City of Boise (Boise Airport)
Status: ACHD Commission Adopted December 2008

Identified in Communities in Motion and in the Boise Airport Expansion Plan. ACHD, in conjunction with the Boise Airport, is conducting this study to identify an extension of Lake Hazel Road and relocation of Gowen Road as a result of the Boise Airport's plan to construct a new taxiway and upgrade the third runway to commercial and public standards. The proposed extension/relocation will connect Lake Hazel Road from Cole Road to I-84 at Isaac's Canyon Interchange (Exit 59). The corridor alignment for extending Lake Hazel to Interstate 84 is in its final stages. ACHD is now identifying the needed supportive network of collectors to complement the Lake Hazel corridor.

 

Meridian Rail with Trail Action Plan
Sponsor: City of Meridian
Status: Future

Through this study, the City hopes to identify any potential short- and long-term opportunities for locating a trail within the Treasure Valley corridor, without negatively impacting any current or potential future uses. The study consists of an opportunities and constraints overview, roadway crossing analysis, agency coordination summary, fatal flaws analysis, and recommended next steps.

 

Mobility Management Strategies
Sponsor: Valley Regional Transit
Status: Ongoing

This project will research and develop regional mobility management strategies to provide tools for better managing and delivering coordinated transportation services throughout the region to individuals with disabilities, those with low incomes and older adults. The project will analyze service coverage and gaps, compile options to use new and existing technologies to enhance access and mobility, provide better tools to better integrate mobility management into local land use decisions, develop opportunities to coordinate and share transportation services, and develop performance measures to assess accessibility, efficiency and effectiveness of transportation services.

 

Nampa Safe Routes to School Program
Sponsor: City of Nampa
Status: Coordinator is working with area schools and state departments to establish ongoing safety training in the schools to encourage healthy lifestyle choices in children, and working to establish a list of priorities for infrastructure improvements.

The City of Nampa will use federal funding to identify and prioritize critical needs for getting kids safely to school. These priorities will be integrated into Nampa’s Bike and Pedestrian Master Plan. A Safe Routes to School coordinator will also work with youth to encourage: walking and biking to schools, active lifestyles, and safe practices for walking and biking. Future funding for construction will be based on the priorities identified during this process.


Northwest Ada Foothills Transportation Study – Phase 2
Sponsor: Ada County Highway District
Status: Complete. Adopted by the ACHD Commission in December 2008

This study, through the use of the Ada County Comprehensive Plan and the City of Eagle’s Comprehensive Planning process, will identify the needs for a complete roadway system in the foothills north of Eagle, bound by State Highways 55 and 16, Beacon Light Road and the north Ada County line. Adopted by the ACHD Commission on December 22, 2008.

 

Northwest Ada Foothills Transportation Study- Update
Sponsor: Ada County Highway District
Status: Ongoing

Since a Preferred Network was identified in the Northwest Foothills Transportation Study (adopted in 2009), a number of events have occurred in and around the City of Eagle:

  • Planning of the Eagle Downtown area
  • 2010 census updates
  • Changes in types, intensity, and frequency of development proposals
  • Plans for two proposed roadways to cross BLM land have changed; only one crossing has been approved
  • Need to further study Extraordinary Impact Fee Area
  • Recognition of the proposed Three Cities River Crossing as a “No-Go” roadway project 

The Study was adopted with the understanding that if land use projections changed dramatically, amendments to the plan could be required.

The purpose of this Study Update is to analyze traffic operations addressing existing and future levels-of-service and improvement needs within (and adjacent as needed) the study area and on the Preferred Network (vehicular, pedestrian, and bicycle circulation systems, along with equestrian uses). The Update will function as a policy guide and corridor preservation mechanism for improving the transportation system as development occurs and offer improvement strategies for roadway and intersection improvements based on 2035 demographics.
