Air Quality Conformity Demonstrations
For 20 years, when COMPASS developed or updated the regional long-range transportation plan (Communities in Motion) or the regional transportation improvement program (TIP), it was required to demonstrate that the transportation projects funded via these plans would not degrade air quality in the Treasure Valley. This is referred to as an “air quality conformity demonstration.”
The time period for this requirement ended in November 2023. Therefore, COMPASS will no longer conduct this analysis. However, previous analyses are available below and on the conformity archives web page.

This document contains the estimated air quality impacts associated with the FY2024-2030 TIP and an amendment to Communities in Motion 2050. It also contains an emissions budget test for the purposes of demonstrating air quality conformity as per federal requirements. The estimated impacts demonstrate that the projects contained in the FY2024-2030 TIP and amendment to Communities in Motion 2050 meet air quality conformity requirements for Northern Ada County and will not degrade air quality.
