Regional Safety Action Plan

Transportation deaths and serious injuries are preventable.
We can make our roads and streets safer for all.
Improving safety on roadways in southwest Idaho will save lives – potentially your life or the lives of your children, parents, friends, or neighbors.
COMPASS and its members have taken an essential step forward in improving transportation safety and saving lives across our region through the 2025 Regional Safety Action Plan.
But planning for safety is just the beginning. We all need to be relentless in our efforts to create a transportation system that boasts zero deaths or serious injuries.
Background
In early 2023, COMPASS received federal funding to create the Treasure Valley’s first Regional Safety Action Plan through a Safe Streets and Roads for All grant from the Federal Highway Administration. This grant supported COMPASS’ efforts to engage stakeholders in a collaborative, comprehensive planning endeavor to inform an actionable safety plan to improve transportation safety and save lives in the Treasure Valley.
Vision and Goals
The plan establishes an aggressive vision and goals for safety in the Treasure Valley:
Vision: A Treasure Valley unified by a commitment to eliminate fatalities and serious injuries on its roadways through innovation, collaboration, education, and engagement.
Goals:
- Design and build a transportation network that is safe for all its users.
- Strengthen safety practices through collaboration, engagement, and education.
- Use a data-driven approach to plan and implement proactive, innovative, and proven countermeasures.
- Embrace the Safe System Approach and promote a culture of safety.
Plan Materials
The Regional Safety Action Plan was accepted by the COMPASS Board of Directors in February 2025. In addition to the plan itself, the process resulted in multiple resources including technical memoranda, a public survey and results, a countermeasure toolkit, and an interactive map of the region’s “high injury network.”

Education and Outreach
To elevate awareness of everyone’s responsibility in preventing transportation-related deaths and serious injuries, education is a key component of the Regional Safety Action Plan.
To that end, a regional safety campaign, Good Move, was developed collaboratively with COMPASS members to provide one consistent regional voice for safety education and outreach. The goal of the campaign is to reinforce positive safety behaviors and remind all transportation users that they each have the power – and responsibility – to save lives on our roadways through their own daily choices and actions.
